Penelope Popp
Penelope (Penny) Popp, a Professional Engineer and certified Project Management Professional (PMP), holds a Bachelor’s Degree in Engineering, a Master of Business Administration, and a Master’s Certificate in Project Management. Before founding Pyvot Consulting Inc., she held progressive leadership roles with the Government of Saskatchewan, including serving as Assistant Deputy Minister with the Ministry of Highways, where she oversaw 200 technical professionals and the delivery of approximately $1B annually in infrastructure capital programs. Throughout her career, Penny has led complex, high-profile projects such as the Regina Bypass, Nunavut 3000 Concept Plan, Saskatchewan Hospital North Battleford, Swift Current Meadows Long- Term Care Centre, and the Regina General Hospital Parkade. Under her direction, Pyvot Consulting now supports large-scale project delivery across Canada, with a team of skilled technical Associates. Her work is marked by a commitment to quality, stakeholder engagement, and navigating complex infrastructure and procurement challenges with clarity and insight.
